Default Diabetic shoes

We distribute diabetic shoes, thru medi-medi,private ins, etc...lately it seems we have been getting returns and the biggest cause is they fit too big or to small, too wide etc...this is costing our dme store money, reason is we order prior to deliver shoes. I mean we are measuring right,at least i feel we do, we need a new way of measuring or we need to change procedures, and maybe get less costly shoes, any ideas???
