Default Insurance requesting cost

I sometimes deal with insurance companies who request cost invoices from us for products (example would be custom compression garments A6549), and I tell them no, but I can provide them w/ MSRP. Do any of you deal with this scenerio? I am currently battling with an insurance company who is refusing to process my claim until I provide a cost invoice showing what we paid for the item, but in my opinion there is no reason I need to disclose our cost to an insurance company, especially when the product has been assigned a procedure code already so they can determine payment, and we provide them with MSRP. If you have had requests like this, how do you deal with it? Do you disclose your cost?

Default Insurance requesting cost

We have to disclose our cost invoices to medi-cal up front for all misc.
items (K0108, E1399). And also in event of audit we must provide medi-cal
invoices to show them our costs because medi-cal has an upper billing limit
rule that says we can't charge them more than double our costs even if the
allowable is higher.

Independence BC in PA makes us provide them with prices of misc items.

We have to provide our costs to Workers Comp plans and for misc. items for the state medicaid program.
