Default PPS vs pay per visit

Can anyone tell me if the PPS policy is no longer in effect? We have a question about supplying ostomy supplies to a person on home health. It has been our understanding that home health must supply the supplies (Medicare and Medicare Advantage). I just heard that a home health agency now is limited to pay per visit and doesn't have to provide the supplies. Can anyone clear this up for me.

I found a MLN Matters (MM#6662) dated 1/1/2010 that lists ostomy item HCPC changes for home health consolidated billing, so I would assume that it is still in effect. I haven't seen any changes on the listserve either.
