CPAP Set up

Does anyone have a reference re: Who is required to set up CPAP in various states???? Specifically looking for PA, CT and NY regulations.
Must it be a RT?

Contact the Board of Respiratory Therapy for the states in question. In Tennessee where we are located only a Certified or Registered Respiratory Therapist is allowed to set up a CPAP or fit the patient for a mask.

Noridian has a user friendly chart showing what is required in each state.
