Default OIG Fraud Alert "Displays Lack of Understanding": AAHomecare

Does anyone have a link where you can view the actual OIG Alert? I'd like
to read it myself...

We all know what they are trying to stop - companies cold calling patients.
Of course their new alert would appear to be addressing something totally
different - or so I've heard. I know, for instance, with the K0823 audits
they want to see that the order originated with the physician and not the
provider - thus the date and time stamps on docs. But what is to stop any
company from just noting in their records that the dr ofc called/faxed the
order and then the patient called the provider at such and such date/time?
There is no way to prove who called who.. unless they call and ask the
patient.. But we all know a lot of patients don't remember calling you 5
minutes ago much less a month or 2 ago... Or - since (again second hand
info) the guidelines only refer to "calling" patients - why can't you just
say that you received the order from the dr and just sent a driver over - no
phone call? I know for ACHC accreditation they said we HAD to contact
patients by phone before arriving - but I don't really think that the OIG
and ACHC will get together and ACHC say "hey wait! you HAVE to call!" and
OIG saying "hey wait - you can't call!"
