Question: a customer of mine 'won' the bid, however they had bid a much higher dollar amount. They are reasonably certain they can not meet the accepted bid price and cover their costs.
Do you 1) accept the contract?
2) reject the contract (and assume as CMS moves up in the list others will also make a rational decision)?
