M/C coverage for M/Caid purchased PWC?

Pt. With a PWC previously provided by MediCaid is now Medicare Primary.
PWC needs batts and misc. repairs. With nothing the IVR, Is a full new order with a FTF and 7 element ect. required for repair coverage? Has anyone had experience with this type of situation?
