Question K0856 vs. K0861, to be or not to be...

When building a group 3 chair with tilt only and articulating center-mount foot platform, should the base code be a K0856 or a K0861. The question revolves around is the chair single power because of tilt only and the AFP is not part of the "seating" system, or is it a multi power base because the AFP is included in the power positioning?
